GA's would still have to delete and recreate the region. Even if a town notice was given there may not be a way to prove who was a member of the town before the change.

I'm thinking in regards to this, in the application for a town rename, there should be more things to be provided:
- Proof of notice to town
- Proof of all residents of town before
- Proof of readding all residents to town
-
What's to stop someone from removing a resident before the proof of residents is given? What if not all members are readded anyway? You can't require something to be done after the application has gone through as part of the application (and reversions would be yet more work).
-
I think as it may not be a common feature that I see happening, as most people pick their names how they like the first time, the Staff in charge of name changes can check some logs a little bit before screenshots are taken - to see if anything changed. I also mentioned how if someone was removed during the process, they can file a complaint asking for proof of them being warned to leave and such.
-
Asking staff to check logs is no easy task. Imagine reading through hundreds of lines of text, just for one application. Doesn't seam to be worth it. However, the one modification that can be is, like you said, making a thread. This thread would have to include a screenshot of all users of the town, so the GA could re add them, and tagging all listed players in the thread so they aren't shocked to not recognize the town name.

It shouldn't be the GA to readd them - towns can have an unlimited amount of members. I could massively waste staff time by adding a bunch of fake names to a region. Even if you have staff check their existence, that's just yet more staff time wasted.

Also, I see this mainly being done when a town is sold. For example, I recently purchased a town and wouldn't mind changing the name. As it is new, there is nobody added to the region. The majority of these renaming's are going to be for towns that were recently bought and don't have anybody added to the region anyway.

Renaming towns isn't even the point of this suggestion. It was removed for an assortment of reasons I can only assume would make it difficult to convince Andrew and Revan to allow.

Why is everyone talking about renaming towns that has nothing to do with this.

Ah I see, maybe you could ban the names of towns besides your own for the names of warps.

After thinking about this more this wouldn't really work.
