So you suggest that is fair hiding information from the public so staff members, although they have done something wrong, aren't discredited. That can't be applied to normal players. They can be (even unfairly) discredited because they do not have authority. Mods are players with power and a fancy tag, that's the only difference.

And why mods deserve a better treat than other players?

 

When saying "They should sure as hell get hate for it as every non staff member does" I feel as if you're just trying to target staff with public complaints just out if the envy of their complaints being private. I don't see any reason to it and I find that it'd be counter productive. A player files a staff complaint complaint which can either get the said staff member discredited and have players not obeying their authority; Causing more discord in the server, or have the said staff member somewhat targeting the player out of anger.

I'm sorry, but it's just common sense that staff complaints would be targets of trolling, flaming and harassment as they are against people of authority.
