Current rules are fine, sure. We just need to actually follow them (staff included). That's what the suggestion as about.

You cannot be charged with homicide in this case.
Left right and centre bans being thrown all over doesn't work. Indicating to people that their behavior is wrong is more constructive then ridding them for x amount of time and repeat the whole process. Some people aren't legitimatly understanding of the affect it has (Expecially if they are young which considering you playing Minecraft you cannot deny).
Warning someone makes them aware of the offence and the affects it has. Then banning is when the player with knowledge violates the same rule. This doesn't work the other way round. You cannot just assume people know everything. Not everyone in this community is a expert on law, actions or consequences (Hence why the warning system is in place). -

As to your second point, you're basically saying that advertisers and hackers should be warned, which they should not. Some offenses are severe enough to ban without a warning, like advertising and hacking - The player may appeal if they want to come back to the server and actually learn about the rules.-

The point is that, Staff members will base their punishment on the circumstances of their situation. Some may vary. Extreme circumstances, i'm sure bans will be given if the player is aware of their wrong doings. If you believe a staff member isn't giving correct sanctions, then talk to them nicely about it or senior staff. I support the sanctioning of people who make these terrible statements, but Staff members should already know and enforce this. I assumed you wanted a rule in place of this, thats what I negative 1'ed.
Ps. You cant say "You havn't read the suggestion" when you state you "Changed it to staff guidelines". Hence the mis-understanding for it being a rule addition ;)

The guidelines for Staff have been rewritten, and new harassment actions are in place given that.
