I like the idea, but what if the scammer decides to appeal. What happens then?

Ideally the scammer would instead repay the fund that helps the scammed users. That way the fund would become slightly self sustaining over time... or well, as self sustaining is it could be.

 

So, you're saying that even if the lotto ended up paying back scammed players...
When scammed players appealed they would have to pay back the full amount but not to the scammed person
They would pay to a fund that is then used to pay back any and all scammed players?

How do you rank people to be payed back?
Cause people are going to be even more annoyed when they dont get there money back but someone else does?

Also, will create more problems when people ban appeal,
Do they not have to pay there money back? If they do then the person who was scammed is doubled up.

Unless you get them to pay back staff who then pay it into phys or a taxback account?

My initial concern is how are people chosen for this? Would it be random? I worry that this may actually cause problems with some people feeling hard done to if they aren't picked/receive less than others etc.

Another thought is that if someone appeals but then doesn't pay the money back, who can file a new complaint? Does a member of staff have to become responsible for filing new complaints? If people are only paid back a proportion of the debt from this fund, this could get extremely messy having some sort of split responsibility, not to mention creating a lot of work for someone.

I think it would be unfair to raise lotto tax for a whole day.
Also, this will create more problems rather than solving them. One major concern is how long ago would this scheme reach back? As well as the obvious problem of one person getting picked to be paid and someone else not. This suggestion does come from the right place but scamming, whether you like it or not, does help the economy greatly.

Im confused because the fund comes from the lotto, how would that work?

 

Multiple sources of income for the fund = more money to give out.

 

So it would be like a bank account that the extra lotto tax would give money to, then the scammers would put their money into the account.
