Suggestion: Increasing the rent from 5k per week to 10k per week for the front 24 "bigger shops" (6 on each color)
Reason: Certain users (I'm not going to name specific people) who own the "bigger shops" on the market(the front 6 shops on each color, the ones which are highest in demand) don't seem to really stock their shops, instead they just idle their shops with just the minimum amount of trade signs allowed. This ultimately results in that color of shops being devalued; People wonder why the red market is the most sought after color to have your shop on, it's because the front 2 shops on that color are probably the most stocked out of the entire market.
Any Other Information: I reccomend asking the person on their application if their shop is one of the front 3 rows, depending on their answer is how much you deduct from their balance.
I understand that people who own one of these shops may be annoyed, I personally own one but I'm willing to sacrifice another $5,000 per week (You get roughly double this per week by voting) to make the market a better place to shop.

I think the whole spawn shop area need re-designing,
But these front shop should be more expensive, being you can fit more on your plot and your first in line when buyers come along.-

Your suggestion doesn't solve the problems you're mentioning. If someone has been idling and paying $5,000/week to preserve their $1m+ worth station, I don't see why 10k would make a real difference, if they are making no profit in the first place.
I also dislike the fact that you request a sort of "punishment" for people idling their shop, but decide to apply it for everyone and not only to those users on a case-to-case basis, makes your "reasons" seem like an excuse to just make things a little more difficult for Prime Shop owners, even if you're one yourself, because I would not be eager to pay an extra $5k/week even if it's as easy to pay as you say it is.
People tend to think Front Row Shops are "cash cows" that just sit there and give you ridiculous amounts of money for absolutely no work. Speaking about myself, I dedicate about 1-2 hours per day to my shop by restocking, advertising a little bit, comparing prices to other shops and getting really stressed if my shop hasn't sold something for cheap that has sold in another station for a bigger price, etc.
As I've said some times (if anyone has heard), running the shop is basically all I do nowadays. Yes, nowadays it is my source of money, and I don't have to spend time doing things like farming or mining (because I manage my money wisely), but it HAS NOT always been this way. I've owned my current location for about 1 year and a half now, had to pay $1.3m for it getting in debt $500k (which is a very good deal for a front row, but that's another story). To pay off that debt, I had to farm my way for several hours a day (check my Herbalism if you don't trust me), and after that, farming my way again to come up with an investment for my shop. If anyone thinks the "good" profits come from day 1 without any sort of sizable investment, then they are seriously mistaken.
Because of the amount of money that you may find in prime shops (or mine at least, as I don't know how the other users manage themselves), I find it logical for people to think that I am some sort of ridiculously rich guy with some serious wealth stashed elsewhere. The truth is, however, what you see is what it is...I keep ALL of my money in my shop to continue making money (and some money in my balance to be able to restock a buy sign in case of emergency). I have to restrain myself most of the times from buying big things I might want like new Donation Features and such, because if my shop runs out of money, I know I will have to repeat the cycle all over again to get it up and running adequately. (For example, If you could see the actual dates of my Donation Medals being added, you would see that I haven't gotten any new ones basically since I got my shop). Only recently, I managed to afford a couple Star Tools and a $35 Donation Feature for the first time in a long time (after my 1.5 year work), and now I can enjoy owning those tools that have been my dream for a while now, which I don't see as a crime seeing many other users seem to be able to afford them rather easily with a short-term session.
This might seem like some sort of long and dramatic post (at times even unrelated), I might be called some sort of "crybaby" for not wanting to pay an extra 5k, but I fight for those 5k because I feel it's money I have earned, and regardless of what you may think, it would make a difference in the time it'll take until I can "afford" to buy another big thing. I run my shop for fun mostly, and heck, maybe I suck at managing my money, but I don't want a "tax" to be imposed to be able to enjoy it as much as I have for all this time.
The point of this post is to hopefully make people re-evaluate their way of thinking towards Prime Shops, which I think is the main force that drives the support on this kind of suggestions. Our money doesn't come for free, we have to work hard to get it too.
TL;DR:
If your goal is to somehow "punish" these idlers in the market, then make it a case-to-case basis solution, and don't punish all of us who actually work hard everyday to keep our customers happy.
(Not that I'd agree with that suggestion either, most owners already paid a sizable amount to get ahold of those locations in the market, which I'd say is the "natural" way to regulate the advantage in sales these shops generate compared to the rest)-

I don't like the fact that users idle their shops. There's tons of users who would put it to good use and it kills the economy, I for 1 use my shop and restock of often not for profit, but so users can get the items they need(I would sell building blocks much higher if I didn't care)

Time goes on, and since my cows are older, they are more valuable as they produce more milk. Now, I'm going to get taxed $2 for every cow just because they produce more milk, and you only have to pay $1 still.

Anyways.... Isn't that how America works, the richer get taxed to help the poor? Not saying I agree with it but that's how it works. I like having a realistic server and this would make it more realistic. You Have 2 cars. A sports car and a used mini van. which will cost more per week/month? -
