The server would not be able to enforce users to only give a set amount of money per loan. Even if this did worked it would have the opposite effect. Users would get many loans from many players instead of one loan from one player. The user then scams many players over one player.

Although I think that it is unwise to get huge loans and can get you banned, I don't think that this would work. This would be impossible to enforce. What happens if Player A gives a loan to Player B that is 200k over the maximum allowed then Player B doesn't payback. Does Player A not get all the money he is owed because it was the maximum allowed?

The best regulation of credit on ECC is the playerbase. If you are willing to loan someone a large amount, I don't see why you shouldn't be able to. If you don't feel comfortable with loaning out a large amount, don't do it. If you are not comfortable with others loaning out that amount, ignore them, because it isn't really of your concern.

We could only enforce this through two methods:
Contracts and Complaints --
1) Refuse to approve contracts above this amount, but this is silly, because people will just loan that amount without a contract.
2) Refuse to process complaints about loans above this amount, but this is also silly, because in the end, we'd be saying that our rather arbitrary rule in this case, is more important than justice in the situation at hand.

It's important to remember;
The person who can do the most to protect you is you.
Don't loan out more than you can afford to lose, and know how to collect proper evidence of your transaction.

 

Most people would not even take the risk of loaning someone a huge amount
