Well, if this suggestion gets implemented you can make Lottery Ban/Unban Application. These bans/unbans will cost some money (Price determined by the administration) and will be requested via application. It doesn't seem like a good idea to prevent people from using one of the biggest money sinks on the server. It's a no from me.
So will we be calculating how much money people would've been taking out of the economy and charge them that? Sure, if people who don't lotto a lot apply then maybe it will even out, but the demographic for this would be people who lose a lot of money to lotto. All that money not being lottoed, especially over a long period of time, will almost certainly not be offset by the application fee unless we charge an absolutely insane amount of money.
Well, the cost would be determined by the administration. On a side note, I'd think these applications are intended for the rich who have fail sniped hundreds of tickets, so I wouldn't be surprised if the price is "high", however I don't know how high these costs would be.
I just don't see a good reason to add this from an administrative perspective... why would we want to limit that at all?
Why would people use this if there's a lotto ban for free? /lot messages + self-control Edit: also, if we were to add this, another plugin wouldn't be the way to do it. You could make a sub-group for someone who had the lotto commands blocked.
also; from the description: This is only per restart of the server, and is not stored in any file, so please only use this as a temporary solution for certain instances such as a player ticket spamming, or scamming. This plugin isn't meant to do what you're suggesting.
