    My suggestion is to make it illegal to steal an entity from a claimed area. The reason for this suggestion is that I read the H.R.S. thread and thought it was illegal under Clause 1 - Griefing, Clause 4 - Theft and Safety or Clause 4 - Common Sense and Bending the Rules to steal a horse, but according to @314 and (apparently) @xpurexcorex it is perfectly legal.

    The solution is a town interact flag. Costs 10k to apply for it in the Mayor+ apps section. Prevents it so anyone who doesn't have access to your town to build doesn't have access to interact with animals, doors, gates, etc.
