If this was the case, then the server would need to be restarted for every app processed, which is why, in the original post, the rules are the way they are.

We used to have applications which allowed you to remove/add large amounts of blocks for a decent price, but it lagged the server quite severely. Moving entire areas of land is something completely different than adding or removing blocks. Firstly, you'll have to copy the area, delete/regenerate the original area, and then place the area back down in a new position. 3 separate functions as opposed to one function. That's quite a bit of lag.
The reason it is priced so highly is because of the lag it produces. You wouldn't want such massive processes like this taking place 5 times a day when you have over 200 users online.
The WorldEdit and LWC plugins are two entirely different things; they don't co-mingle. Unless there is a new plugin or an update to one of the two that allow for the two to interact, this isn't possible to my knowledge. -
The high price is to discourage users from wanting to do this. I would be willing to pay $250,000 to have the borders moved, as well as pay $250,000 to get the empty town officially transferred to my name.

Haha, I'm just trying to get it to where if we have a completely empty town that's just sitting because we don't know what to do with it, we can move it's borders over to somewhere we can work with it. :)

I support this but I feel the rules and or application should make it very, VERY clear that only the WorldGuard region is being moves, not any structures or blocks from the old, unmoved region.
This confused me a bit at first but I understand it better now that I've read the comments. So I would suggest you, Maco, to edit the rules and or apps and have something that says "By applying you recognize only the region is being moved and any structures outside the new region are at risk of being griefed.
(I know it says this in rule 2 but I believe it could be more clear or worded better)
Other than that, great suggestions Maco.
Just not sure how higher staff members (GA+) will like it, removing and re-making a worldguard region is quite a lot of work if it's done the good and safe way ECC has it set up.

This wouldn't necessarily be for new mayors or presidents, but more-so for the older ones like me who would like to move their towns.
