It is technically possible with holographic displays. But that both sounds terrible to code, and absolutely atrocious to the TPS of the server. (since each holographic display is technically a horse. So a bunch of dollar signs would be a bunch of horses spawning and despawning.)

+1/-1 Like kuke said, it's possible to code but would affect the TPS if not one of the vanilla minecraft particles; there is a list of particles set into the game and many if not all are from vanilla trails.
