Suggestion: Make an official list of allowed mods and have people comment if they want a mod added to the list

Reason: I was under the impression that the world downloader mod was allowed on ECC, many other people use it and they said it was allowed and approved by the admins. Now I am getting told that it is forbidden to use. I would like an official list of if mods are allowed or not to prevent mix-ups and so no one gets banned for using a mod they didn't know was illegal.

Seems to be forgotten of though. It's been a while since that was approved and it hasn't happened.
