Yes I understand that, but why have it on one page, but not the one on the actual forums? That is what my suggestion was
There's no actual necessity for having bold, italics, etc. but it's available while your suggestion implies it doesn't: You'll notice on the separate ShoutBox, there's two differences from the front forum page one. (1) It's larger and (2) it includes those "help icons". The forum ShoutBox doesn't have those two things and the reason is most likely to be minimalistic, removing everything unnecessary to prevent the page from being larger than needed.
