We seem to get a large amount of new players quitting the server based on the fact that they cannot place water or lava, and this is obviously an issue. So I got to thinking, obviously it's too late to just allow everyone to place water and lava given that there are likely thousands of people that have donated for water and pyro. Eventually I came up with the idea that people could have daily placements of water (Not lava due to it's dangerous nature). For example, say you could place 10 blocks of water each day, and then 24 hours or so later you could do it again, sort of like a kit.
One way to implement this is to add a kit with a 24 hour+ cooldown that gives the user a certain number of actual water blocks (Not buckets), and then they can use those - the main thing here is that this would mean you can buy water blocks from people, basically meaning you have near infinite placements, which means it makes for a slightly less convenient version of the water donation feature.
The second way to implement it is pretty obvious, have one of ECC's magic code people create something that limits you to a certain number of placements of a certain type of block in a certain period of time. I'm certain that that would work. Although I'm uncertain as to how complicated that would be.
and yes I just overused the word certain a bit much there :p
Thoughts?
tl;dr - new players get frustrated that they can't place water or lava, so they quit. Allowing them to place a certain number of water blocks (not lava because GRIFF!?!) in a day would help to solve this.

I do not believe non-donators should be able to place lava.
In terms of water: It would be a good idea for people without the water package to be able to use water whilst constructing a farm.
However, people have donated to do this. Because of this my vote is no.-

Another idea is when the hub comes out which is supposed to get new players playing have everyone be able to place water for 2 week or so then go back to the donations

Like the others have said, a definite no to the lava.
With water, though, we could make a /kit swater (s standing for starter) with eight ice in it and a 24-hour cool down, and make ice usable for all players. Or, do it like gstoner suggested and add some to /kit starter.-

I like this idea. I can certainly understand why people would leave over water being a donation feature. Having water as a donation feature might seem like a minor thing for longtime ecc players or users new to Minecraft but for experienced players you have to keep in mind we are competing with thousands of other servers. Why play on ecc when you can place water for free elsewhere?
I think the daily limit should be higher, somewhere between twenty and thirty. It wouldn't be hard to make a plugin to keep track of water placements and stops water placement after a certain number of placements. Personally I wouldn't mind if water was made available to everyone and the advantage that the water feature gave you is being able to place sponges and /kit water. I can understand how some people maybe upset if this was changed, so making is partially available reaches a happy medium.
Another possibility is to allow everyone to use water buckets but not ice blocks. Water buckets don't stack and therefore make placing large amounts of water harder, still giving the water feature an advantage while making everyone else happy.-

Water feature is way overpriced imo and I'd be happy for water to be free to everyone and not receive a refund as I'd know the DONATION I gave was actually helping the server.-

Having read what @myminecrafter01 wrote I changed my vote to yes - let everyone place water via buckets, keep /kit water so those with the feature can fill buckets but everyone else needs to go and find water. No need to set limits on how much one can place.

Meh. Yes to water. But they get no sponges, and no /kit water. But the problem I see here is, if we let this happen, couldn't they go mine ice and make the water feature essentially useless?
