Shortly ago I was a builder so I hope I can add some input, this is an excellent idea but how are you going to stop the physical scamming by the poor and the rich on the game?

Scamming is... almost a community norm and thats a problem. I think that making new players and old more aware of proper evidence taking will eventually make the scammers at least a bit more unsure about going through with the scam. -
Taking proper evidence is only part of the solution. Logical, just, and progressively harsher punishments is also part of the answer
And before you say "but dork we already do that"
I say if all my descriptors were followed and true than you wouldn't have such a huge scamming problem
You can discuss proactive tips for players to take, but at some point someone needs to take responsibility for the failure in leadership when it comes to properly assessing consequences on some of these players.
I am not the only one getting frustrated by it. -

Well lets consider that consequences are generally temp bans. Those consequences get in the way of the victim getting their money back. That being said, I do think a good idea might be for andrew to reset extremely bad scammers every once in a while AND still require them to pay off the debt as a builder... -

Well if nothing else seems to work For Example : a Resident scams and gets banned. but appeals and gets back on the server... the resident scams or does something to get banned again .... we need harsher Consequences.
If this happens I may have an idea.
An ecc prison where if The said player gets appealed and does a crime, grief or scam again This is where the ECC prison comes into action. They get teleported to the jail cell in the prison and the player in jail can get their rank taken from them , their Money erased , muted from chat etc. . They have to stay in the prison for how ever many said days the mods told them to . They cant go to spawn or anywhere, they are stuck there. If they Log off and when they log back in they still are in the prison They must stay at the prison until their days of being in jail are up.
We need harsher Punishments if the player gets appealed and continues to grief, scam or whatever they did.
This might not be a great idea but we have to reduce the grief's , scams, vulgar language etc.. This could be a start.
I consider the Harsher consequences because when the player get appealed and does something worth banning again we have not taught them not to do it! -

We already do harsher consequences for repeat offenders. Everytime I look at an appeal, I checked the previous history. As does every other staff member who handles appeals. Thats part of the appeal process. If they have had a previous offense it effects their punishment. As for a prison, we used to have one. I believe Andrew, the Staff, and the players determined it was a terrible idea ages ago. -

Jail is generally forcing a player to be online for X period of time until they have server their sentence. This seems like a 'good idea' at first glance. 'That'll teach em, they'll never mess up again because it must be so boring sitting in that jail cell all day long.' The reality of it is tho, unlike actual jail, they can walk away from it. They can leave their computer on just sitting on while they do other things. No punishment really from that. It is no different from a temp ban except they can see the chat thats going on. Arguably they get more entertainment that way.
A lot of scammers who are given long temp bans can be found sad and mopey in the shout box. They ask whats going on in game and just want a lil info. If we give them 'jail' we are giving them what they want.
Finally, if we do a jail system all we are going to get is more people saying "This is crap he only got a day in jail" or what ever. I just don't feel we need to bring that system back. -

Will we be able to stop scamming? No. Will we be able to make is minimal? Maybe. I'm not sure about this because I know for a fact most people will never listen. You can ask the few, but from what I see builder donations are one of the most popular ways people use to get themselves a good image for staff. This is the reason why I'm against builder to resident scholarships/donations because builder is a learning rank and they should learn how to make money, etc. It will make a more intelligent future in making money. Revan, from what I've seen on your opinion is that "only the players can solve scamming" is what I've heard before. Sadly, I disagree. Staff play a big role on solving these problems and I think if we truly want to minimize scamming we will need to have less and less tolerance on serial scammers, no matter the rank. It warns those who have the ideas and at this point it needs to happen. We will never be able to get rid of scamming for good, with gambling like the lotto and an economy server the lust for money, no matter the cost will always be there. I think we could -try- but I highly doubt anyone would truly listen.

Consequences on an ECONOMY server need to be ECONOMICALLY based.
That seems like so logical but I understand not so simple.
I ask staff to explore viable options that don't require Andrew involvement and can be assessed on felons in reasonable and timely matter -

I try to do this but I feel so bad for the builders who say they have like 200 ecd and I know they're not lying, I then look at what I have and just think. "Would it really hurt to give them 1k or so" and I suppose it does but that's why after I donate I either tell them about the tutorial and other ways to make money, or offer then a job and a training dummy for me, I offer them the job because it is relatively easy (right clicking a heal sign) and decent pay (500/5 minutes).
I just want to point out that I do not usually give to builders who I see making no attempt at working, but if a user auctions 3 fish starting at free, I have no problem paying that builder 1000 for those fish and them helping him get a job or understand how to make money, because he did not ask for it, I was just donating.
EDIT: AgentHare I understand your point but let's be honest, those who proclaim themselves in global chat about how they just donated to someone, those are the people who are doing it for their image, what about the people who you don't hear about, I think those people are doing it to help out-

As a builder the thought of begging for money never crossed my mind. From my first minute I was offered a plot, directed to the forums and given a basic understand of what to do. The player that helped me was ready to answer any questions of mine.
This sort of help and guidance allows players to be independent. I still see mayors and residents that have no clue how to make money. This is because they begged there way to resident then most likely gave someone their mayor town and got the other person to buy them the rank. Once they get stuck they result to either scamming or getting bored and leaving.
I totally agree that instead of spoon feeding builders and any other players alike, we should direct them and allow them to earn money themselves, prevent them wanting to scam and try and minimise the problem.
The easiest thing to do if you do not have much time is say something as simply as, "If you want money I suggest you type "/help money" for ways in which to make money. If you have any questions ask a member of staff".
Ideally you should help them yourself and allow moderators to moderate but some advice is better than none. -
Back when I was a builder so long ago(not really) I did not beg for money I voted bought a silk touch pick (granted it was discounted it still cost me 8k) so i could make my own money not just from voting. When one of the president in my town found out he offered to pay for the 5k i need to get resident. These are the kind of donation we need to give out, to people who attempt to make money and invest in their future not to those who expect everything to be given to them.

This is more likely tocaz a flame tgread than serve as a suggestion but i think that dating 350 to that builder ao he cane get rez is good but doing a lotto for them ro give them 15k is rediculas i earned all but 350$ as resisent earned (well minus answering a 5k trivia quearion from random it was how lonf has chism been online just before he dis this i did /seen chiam for dun)

I wasn't going to respond here until I read the whole thread, but Dork1877's quote here is exactly what I was likely going to post. Let me explain...
I started on this server with a different account (a friend's that was used to let me see how the game and MP servers were like), which I got to resident and then just stopped playing. It felt, at that time, that I was playing survival SP on an MP server, with some particularly annoying changes (like food sources, etc).
When I finally bought my own account, I decided to take a stab at ECC again - EVEN KNOWING what I learned from my first few weeks on the other account, I was still overwhelmed and confused as hell when I rejoined. The spawn had changed since I was last on, and has changed again to the current spawn. Current spawn alleviates a lot of the startup issues I had before, but there is still a LOT to process for a new ECC player, especially if that new ECC player is also a fairly new MC player.
One of the biggest issues I had back then, and continue to have now, is as a builder/resident, I find virtually NONE of my questions (< 10% or so) being answered. Sometimes I am in the wrong channel, but mostly it is just me feeling like I am being ignored. IMHO this really needs to change for builders and residents so that they feel welcomed rather than shunned/ignored/unwanted. I can find my answers relatively well because of my IT experience, but many will not look to the forums/wiki until they have to (resident apps).
Once again, this has been from my own experience on the server from about 7 months ago, and more recently. Don't get me wrong, when I am helped, it feels good - the people that have helped me figure out what to do, where, and how, have been awesome. But the times I have asked for help and received absolutely none are more frustrating than trying to find food in the wild when you have 1 hunger left (and don't know that the mobs there are very, very rare).
EDIT: So with that said, I want to clarify - I have never (and will never) beg for donations. I have gotten awesome help from HCPillarofFire and _TANSTAAFL in the form of deals on tools and what not, and when I was $30 or so away from resident getting a $1550 donation from someone when I said "only $30 from Resident, WOOT."
There will always be people begging for handouts - it is not just gaming, it is human nature. Why work for what you can get for free? Those of low ethical or moral standing do not care what you think about them begging.-
