[Suggestion] Town biome change apps

    Suggestion: To (re-)introduce the option to apply for a change of the town's biome.

    Reason: Many towns consist of multiple biomes that all affect the grass colour and can make it a pain to look at. Having the option to change it for a fee (About 200k maybe?) would take out money of the economy and allow towns to look a lot better.

    Any Other Information:
    Theoretically it could be done at off-peak times when there are only about 20 players online, that would prevent the lag for peak times.
    I assume this would have to be done by phys, or possible only by ServerAdmins+? A high price would decrease the amount of apps, but still take out money.

    the reason for removal was andrewkm had to do all of the requests with world edit. and it would occasionally cause chunk corruption and errors with the world. i would +1 this forever and a day due to my love of the jungle grass color.. but i also wound -1 this for server stability.

    +1 I would love to see this happen. I think 200k might be a little costly. I would love to make my town all nicer grass but for 200k would not be worth it.
