Accepted [Suggestion] /tpa for everyone (With a cooldown)

Suggestion: Let all users use /tpa and /tpahere, with a cooldown of course.

Reason: Seeing as water is now available to everyone on a cooldown, I don't see why tpa shouldn't be. If builders log on and want to play with friends and immediately see they can't tp to their friend, that could be quite offputting towards continuing to play the server.

Other information: As for the cooldown, I'm not 100% sure what would be good, but I think somewhere in between 1 and 1 and a half hours or maybe even longer. That might seem like a long time, but realistically I don't think I use tpa more than once every 3-4 hours if that (But that's probably because all I do is melon farm all day, but that's beside the point xP)

But yea, feedback is appreciated, and as I said I'm not completely sure about the cooldown times, so feel ree to post some suggestions of your own here.

I know Andrew has previously said to suggest this after the main projects that are being worked on are out, and with skyblock coming out near the beginning of April, I thought this would be a good time to suggest this, so there's time for everyone to discuss it and then maybe it can be implemented after skyblocks release.
