Scamming is supposed to happen on ECC, it takes money out of the economy, and is needed.

The basis of this suggestion is to eliminate the threat of scamming, correct? If it's not, then ignore all of my comments.
The suggestion is therefore pointless, because scamming need to happen! Why do you think the server doesn't refund money that was lost by scams? because the money loss is needed to stabilize the economy. -
No, this thread is to provide an optional method to trade safely, it does not remove the possibility of scamming 100% because people do not have to use it to trade.

I know how much the lottery takes out ($1.1m a day)
I know how much the spawn shop takes out. ($14786.47 a day.)
It may not be much in the case of the spawnshop, but it's DATA WE HAVE
Now if you wish to continnue your stupid argument that states that scamming is necesary then how about you grab data that involves ALL THE VARIABLES.
If the money is in the users balance upon ban, if the user hasn't played lotto and re-distributed the money, if the user paid it back upon unbanning.
You seem to base your argument solely on the assumption that the scammers have all the money they scammed in their balance upon banning and never return to pay it back. Guess what. THEY DON'T and THEY DO.
EDIT: Not everyone returns though, but usually those people spent the money anyway. It's only a rare occasion that money actually disappears.-

It's the plugging that is used in wynncraft but I cant't see it here because the wynn economy is based on a item (emeralds) so you can give "money". But here we have money stored in our balance so we can't make it an item to trade with it so sorry but I can't really see it :D

Most of the money has gone in the lotto or gets distributed among the users in a different way. Scamming gets done with a purpose, usually to buy something. Lottery tickets being something many want to buy.
So yeh, I already covered that argument. Not sure why you bring it up without any counter arguments whatsoever.-

Truth is, there is a reason why it is illegal, which is that it drives users away from the server and it is unfair.
It is COMPLETELY RIDICULOUS that you are basically giving a thumbs up to any past or future scammer. Which is what you are doing by saying "it is needed" no.

If I lose a 600k star tool to a scammer, here is what happens. I work really hard to get another one, spawning in another 600k to replace the original 600k tool I lost. This money does not get spawned out of the economy. It goes into the nether star market, which is user-to-user. Essentially, my replacement 600k is added to the economy, not taken out. If the scammer holds on to that star tool when he is banned, he hasn't actually helped out the economy on his end either. He never took money out of the economy on his way out the door. He just took an item. Now, if he sold that tool and lotto-ed the money away, there are now 2 star tools out there (my original star tool and the replacement star tool). 600k worth of lotto money that goes to some lucky winner (at my detriment) and another 600k in the nether star market going to all the people who vote.
Without scam = 600k into nstar market (initial 600k for tool)
1 star tool (my original one)
With scam = 600k into nstar market (Initial 600k for tool)
1 star tool (my original tool, just sold back into the market)
600k in the lotto
600k into the nstar market (again, for the replacement tool)
1 star tool (my replacement star tool)
So please tell me how scamming takes money out of the economy
