Suggestion: Have a separate staff applications for twitch moderators, this way the staff that already give up almost 100% of their spare time, do not have to deviate from managing the server.
Reason: This, as said above would relive the staff of one area they have to moderate, and make sure that there is no decrease in staff online.
Any Other Information: This can be done rather simply, for an application, I don't know, I'll think one up.

On twitch broadcasts, there is an option to set players to have the permissions close to staff members here, they can ban, kick, unban and delete messages.
Basically, a separate staff team just for twitch. -

Adding on to kuke.
Since the livestream is rarely used, andrew could easily spare a few moderators in-game or on the forums to help him moderate for a short while. I don't think there needs to be a whole new "team" just for Twitch.-
