There's a key misconception here. Casinos, while they may be rigged from time to time, are certainly limited in the amount of money that they can generate. You can only make as much as someone's willing to put in. You need to have a startup margin because people are going to win sometimes. It is not the only method in which a player can make an "unlimited amount of money"; in fact, I think that if you've got a rigged casino and people catch on it's probably the least profitable way you could possibly lose friends and reputation around here.
Second, please explain your proposed systems for creating, tracking, and implementing this in a way that is not time consuming for the staff involved, especially Andrew. Andrew does not need more things on his plate, and he certainly does not need to be running around looking at people who may or may not be cheating a paperwork system that's been created for only 1 issue that's already covered by scamming guidelines and administrative discretion. Revan is the one far more likely to end up the lead of this if hypothetically implemented, and I personally think she's got a good deal on her hands as well. I've been in her position and I certainly wouldn't want to deal with the paperwork and checking mess this would create, and I'm one to actually create a mess of paperwork. There are other issues on the server that she needs to attend to far more urgent than this.
Quite seriously, this would be a mess to implement, and sounds like a very serious real life concept brought into a video game in a messy fashion. The staff team does not have the manpower in it's entirety, let alone only the administrative team who would be able to deal with this type of issue, to properly run a system with this level of complexity with any level of consistency. Please take note that we have thousands of monthly users, and a staff team currently consisting of 36 people, not counting Andrew, only 8 of which are administrative. If you would like to control casinos in any fashion while keeping them legal, you will need to come up with a far easier system that is less time consuming to deal with and doesn't have nearly as much room for error and a lot more room to be consistent across the board.-

You appear to be asking Sky to stop saying "what if", but with any suggestion, "what if" is the most important question. Anything will work well in theory, it's when the people that are critical of it toss these "what if"s that we can determine whether a suggestion is good.
As for the suggestion, I can't agree more with what Sky said, nor could I say it better. There's enough to deal with; If you find a casino that you believe to be a scam, you are free to report it to a staff member. However, it's important to remember that gambling is always to be done at your own discretion.-

Jeez, just don't play in casinos, it is pretty straightforward. They mostly are a scam, and I expected mayors to know that.
