    The 7 days to claim a banned users town only applies if they have been issued an official "PermaBan" and it has been 7 days since that ban was issued.
    PermaBan's are not issued by anyone other than upper Administration. Robexar was never issued a "PermaBan". He was issued a normal indefinite ban, which can be appealed normally via the forums.
