You aren't allowed to deny users access to their LWCs while filing an LWC removal request, and as such, if your town has an interact flag (which your town in question does), you are required to keep users who you are filing LWCs on as members of your town until the LWC is successfully processed. You have not done that.
You may refile your LWC after 3 days of this post when you can follow the LWC rules and keep the user in question as member of your town.
