As best as I could make out the video with the small amount of lag and choppy character figures, there does not appear to be any hacking going on that I can tell. The hits seemed rather quick, but to my understanding looked normal. It could be possible that the user just had the upper hand on you in reflex or what have you, but that's what I'm able to make out from what you have provided. If you still feel the user is hacking, please submit another complaint with more evidence.
