Complaint:

I payed the user to fill my town in with dirt for 40k. He has not completed the job and I would like 15k back. User is refusing to give me 15k. He said he'll give me 10k but he has only completed about 1/2 of the job.​

User has been extremely rude when I have tried to be as polite as possible.​
