    He called me explicit words, then proceeded to fly around in my town and set a home in my town without any permission from me.​

    If a town owner asks you to leave their region for any reason and you are not a member of the region, you must comply with their request. You may not return to this region unless the applicant owner or the owner who has asked you to leave permits you to do so, by any means, including setting homes in the region (please see Section 8 Clause 4.)

    Inappropriate and vulgar language is not allowed. This includes anything put on signs, said in chat, written in books, renamed to on items (see Section 3 Clause 2.1), spelt out in blocks (see Section 2, Clause 2.1), or any other way of communicating.    ​

    It's not illegal to say that in-game. Also, I wasn't directing it at anyone in the context and you told me to leave and I left. I was also in your town to give someone an erep.

    Well why didn't you leave after you gave the person an erep? You continued flying around in my town and saying a bad word.
