Loan denied, that's almost the full cost of mayor rank, and the rank itself only gives you a town. You'd struggle to pay back the $69,000 and you're relatively new to the server with no donation features, resident, etc. Unfortunately it's too high risk for me.

Really depends, usually just if I think it'll be too high-risk then I won't loan. Usually I only loan to mayors and above with donation features, or those who are well known in the community for being trusted, etc. Or repeat clients, and so forth.
