When you are plotting out a town, do you use the whole coordinate? IE x:-800 vs x:-800.33479 this is for the application process

Yep, you need to use the full coordinates when applying, in addition, place a sign with your town name and coordinates of the sign at each corner of you town. (this is so staff can easily find the region)

If you mean full cords, a sign like this would work:
X:800 Y:64 Z:300
There's no need to have one like this:
X:800.2034285 Y:64.20000 Z:300.6039281
It's the same on the application as well. No need for the decimals :p -
