Here is your final product. The flames position was re-angled to give a more 3D effect. Your character skin was altered and his head turned inside a little and angled downward upon the city. The image will be cropped as a reminder so the empty space won't be an issue for you.
Once a payment of 15,000 ECD is made, I'll send the cropped & ready image to your inbox.

Heres a first shot at your design brief. I focused on keeping close to your request, but made very micro ajustments to make your avatar look "Proud" as thats my assumption of the idea. Kept it simple, but still very appealing.
Note: The empty space won't be there once its cropped.

UPDATE
The pricing has been altered up to 20,000 ECD for work to be completed.
Reasons being that I like to do the projects with some time inbetween for my own projects that I will share with you soon into the future. Raising its value will reduce the amount of requested work and allow me to do some of my own.
I will also only be doing avatar images from this point on.
This price buff applies to requests beyond this comment. -

Could it just be JoshCraft? No _FTW? Do I owe 20k? I'm ok to pay the 20k. And could the mountain be a little bigger,along with the ender dragon? (I'm ok if you can't make the mountain/dragon bigger)
