They decide it on how many offenses that have been committed by the user. Server Admin+ deal with perma'bans.
Maybe before but not anymore. Lots of different factors, multiple same offences are a major giveaway though.
It's when they're fed up with you, that's when they decide. There's no qualification other than pissing off staff to the point where they've had enough.
I imagine an Owner/Founder is the one who decides. Simply look up Giant_Leader's history and you will understand. He has committed fraud, on top of numerous instances of in game scamming, vulgar language, hacking, ect. In addition, after countless appeals, he decided not to change his attitude or character whatsoever. In the end, his mere existence on this server was detrimental to the players on the server, and the positives of getting rid of him forever heavily outweigh the money that he scammed.
It was always an Andrew thing. On occasion he would ask for input from staff, but typically when he was fed up with the trolling or negative response to the server, he would pull the trigger. In the end only about 10% truly stuck and remained permed. It's too bad really. When they were enforced and kept, there was a lot less scamming and hacking on ECC. I would love to see more enforced. In regards to Giant... my guess is we will see him again...and....He will be banned again... He knows the current state of things and believes people feel sorry for his "problem" so he can't help but keep doing what be does best.
I believe he is permanently banned. Andrew made this server, his say is extremely impactful to the current Administration's decisions.
Which is a total joke. He left the team, he shouldn't have much of an impact in it now. Unless, he's running the server behind the scenes, like I've hypothesized this entire time. But who knows.
