I see you bumped so I will still say I disagree with this suggestion. The good news is that if this does happen, it will be simple to swap owned tools with someone you trust - that way it you are killed, the owned items will have to be returned per the server rules.
Well the nether is like mined out within the first week and quartz is pretty hard to find in spawnshops at a decent price imo.
Not really - Like @riku1301 stated, I find a surplus of quartz in the nether, and quartz is quite cheap for how much demand there is for it. This will raise the price, increasing the amount of miners in the nether, which in turn with the reduced size, increase the population density, making PvP more prominent in the nether. That, will in turn, make the economy more realistic as you have to take risks to reap the rewards of mining in the nether - In the real-life economy you take risks to make money too. If you don't choose to take risks, you won't reap the potential benefits of doing so.
