Well, i dont really know why this is disabled, and its a vanilla thing, and bamboo, sugarcane etc is growing, so why not allow this?Other information:

Years ago the very placement of cactus was disallowed, to prevent cactus farming, which in large scales is detrimental to performance.
Now we are allowed to place it(a recent change), but it still doesn't grow, for the purpose of preventing cactus farming.
I think its fine the way things are, we can still use it for aesthetic purposes, but not farm it-

for reference, the difference here is that cactus has restrictions on where it can exist. It'll still grow into places where it can't, automatically breaking.
this makes cactus growth a much more intense calculation than sugarcane or bamboo (not to mention the easy automation) -

Anyone can easily make an auto afk cacti farm. The relative rarity of green dye allows for a player market to be built around getting green dye in bulk.
Also, I've seen quite a few very new builders log on and one of the first farms they (attempt) to build is an automated cacti farm. Historically no action has been taken over this (as they do not work and hence do not affect economy). Enabling cacti growth would mean automated money making (which results in a ban) however it does seem a bit unfair to issue new player automation bans for something that, initially, they may not realise is against the rules.
