Allow TNT to be placed but not detonated​

What are you suggesting:

Allow the placement of TNT, but bar it from exploding (or not since explosion grief is disabled)​

Why is this a good addition for EcoCityCraft?:

I would personally love to be able to place TNT for decoration (at the very least, within towns). Since all the main worlds have explosion grief protection (aka, blocks do not get destroyed from explosions, like from creepers), even if we don't disable them from being lit, they won't destroy any blocks​
