What are you suggesting:

L1 Boosted Dirt when placed or right click - disabled cf for everyone 1 hour
L2 boosted dirt when placed or right click - disables cf for everyone for 3 hours
L3 boosted dirt when placed or right click - disabled cf for everyone for 6 hours

-when you place/right click (use it) it disappears obviously so you cant abuse it

or do it so u can use it every other day​
