Increase banner design limits​

What are you suggesting:

Increase the banner design limits from the base level of six to the Minecraft absolute maximum of sixteen (which is usually exclusive to commands) through a feature (one of the ExtCreations would be absolutely perfect IMO)

And if we can't tie it to a feature, just having it in general is still amazing.​

Why is this a good addition for EcoCityCraft?:

Banner patterns are something that is really cool to use to decorate builds. I personally didn't see why survival has the limit of six when using commands you can get a banner with up to sixteen patterns on it. Adding something like in general would be amazing for the creative people of ECC, especially since most banner patterns we find on Planet Minecraft are command only​
