lower minimum coin flip​

What are you suggesting:

As above I think it would be a good idea to reduce the minimum coin flip from 25000 to 1000 (although even 5000 or 10000 would be better)​

Why is this a good addition for EcoCityCraft?:

It would allow more people to participate while simultaneously risking less, also would mean less feel the need to gamble on the raffle which 9/10 is won by someone buying thousands of tickets, at least with coin flip its a 50/50 chance​
