Brief Description:
Tilled land is not converting to wet land, and snow is not melting when near to glowstone. (I don't know about torches or ice yet)
Instructions:
1. Place a water source next to a dirt block and hoe the dirt block.
2. Wait for 30 minutes to one hour.
3. The tilled block is still dry.
How many times did you recreate this bug?:
N/A.
Result:
The tilled land temains dry and snow doesn't melt.
Expected Result:
The tilled land becomes wet land and snow melts.
Evidence:

Please notice that the amount of time required to hoe the amount of dirt shown in the picture should be enough for some of them to convert into wet farmland. You can also see that there is water flowing near the blocks.
Camcliff has confrmed that this is indeed a bug. Everything was working perfectly fine before the update.
Thanks in advance, Rutger.

I can confirm that my tilled dirt doesn't become fertile (wet) by water.
Snow also won't melt near a light source, unless the light source was their prior to 1.2 update. I have glowstone still out that's keeping snow melted, but I placed it long before 1.2. -

Leaves are also no longer decaying.
I think it's safe conclude that minecraft physics aren't working properly. -

Andrew, you told me in-game that this has nothing to do with the server but with mc and that it was just a graphical glitch.
I think we have gathered enough proof to state that this isn't the case.
Please let us know if you are aware of the problem. -
I'm not 100% sure it's a graphical issue either, but at the same time it may be... My wheat is growing at what seems to be the right pace, even though it's not getting "wet".
Then again, leaves not decaying can't be graphical unless you can pass through them - Can you do so, Kuke? And were you in a town with a leaf decay deny flag?
If it is graphical, testing so in single player won't help test much @Glooble. It may be a SMP (Survival Multiplayer) bug. (A bug only existent in multiplayer - usually has to do with graphical issues due to things server side sometimes being different than the client wants to show.) These SMP bugs only occur in multiplayer and have nothing to do with bukkit/plugins. It very well may be a Minecraft issue out of our hands. -
@Dorc, I have had several people in-game say to me or others that leaves are not decaying - inside and outside of towns. I'm pretty sure no one can walk through them.
You didn't address the light issue, either. Snow won't melt, ice won't melt. I have re-logged (would possible "solve" the issue if it was visual), and nothing changed. I can break and shovel the dirt for snowballs, I can break the ice for water flow. I'm not sure my torches even kept the ice unmelted after I broke it.
edit: Might as well add on that some people's sugarcane no longer grows, even after sitting by it for more than two hours. I checked logs to see if someone snuck and ever broke sugarcane, and no one did. Others have the problem, too, and didn't the first day of 1.2. Day after, sugarcane no longer grew... -
Seems to have to do with block updates not initiated by the player. (Other than pumpkins, melons, and wheat for some reason, those were fine for me yesterday.) Ice melting triggers a block update. Same with sugarcane I believe. (Then again, I'm not the smartest when it comes to block updates.)
But in any case, have these people re-logged to the server to see if anything is changing? If 2 hours of waiting for sugarcane doesn't work, and re-logging doesn't make it appear, and you can't punch it, it's not visual really. -
I had relogged for the ice, and I even saw the sugarcane after logging and relogging... It honestly can't be visual for everyone, lol. Otherwise, everyone would have to log off to make anything work correctly. Which is, you know, kind of..impossible. And I was able to place ice on the one-tall sugarcane with no issues. I punch it, too. Didn't act at all like a visual issue.

it has to do with bukkit or one of the plugins we use.
it is not clientside. -
My only issue has been with leaves, been landscaping in my town and the flag has not been changed but since 1.2 not a single leaf block has decayed inside or out. Also no passing thru the leaf blocks. At my friends house, ice formed that had never formed before after the update, broke it, placed torches, ice came back. Placed more torches, don't think its come back this time.
