Fill and cover the area from 4398-4398 to 4202-4202 (196x196 area) with dirt blocks on 59 y-level, dirt blocks will not be provided but the $10k ECD will be provided instead, 196^2 is worth 38.4k dirt blocks and with $10k ECD budget, that is worth $0.26 ECD per dirt block and most market price of it is at $0.25 ECD per block; paying $60k ($70k if counting dirt block budgets) and deadline is 12 days.
