Because of the requirement of this particular rotation of the reef bounty quest, it is impossible to complete. It doesn't even fully make sense, it asks you to smelt dried kelp blocks, which is an impossibility in minecraft unless you use it as fuel, I tried using it as fuel and that didn't check it off either. The way to make a dried kelp block is you gotta smelt kelp into dried kelp, 9 of them is crafted into a dried kelp block. The quest says to smelt a dried kelp blocks which doesn't make sense cause only things you can do with a dried kelp block is as decor or a fuel, I tried to use it as fuel a few times but none of them checked off in the quests under this rotation of Reef Bounty, so Clar told me I should submit a bug report, but this is my first one I'm doing and the instructions didn't make much sense to me so I'm just doing my best trying to follow it but I think I failed. Sorry.
