Enable deny-message flag​

What are you suggesting:

The deny-message flag allows users to change the message that displays when you try to perform an action (such as breaking a block) in a town you don't have perms to. I am suggesting it be enabled and added to the towncontrol packages.​

Why is this a good addition for EcoCityCraft?:

Users with this flag could change their message in order to provide more direction to newer players, such as setting the message to "You can't break blocks here, but message Username to get yourself a plot!" or in a shop, "you can't open the chests, right and left click the sign instead to buy and sell your items", and many other assistive uses.​
