Enable entry-deny-message flag​

What are you suggesting:

This flag allows players to change the message that displays when a user attempts and fails to enter an entry: deny flagged region. I am suggesting it be enabled and added to the towncontrol packages.​

Why is this a good addition for EcoCityCraft?:

Users with this flag could, similar to the deny-message flag, provide further instruction to other players regarding entry-deny'd regions. For example, a restricted farm could display "You can't enter this farm! Pay Username 5k for access."​
