I remember someone once told me that Andrew pops the locks off some chests, and everyone just goes and raids them. So maybe only that chest was looted or able to be looted. Or maybe you took them and forgot.
I have never heard of andrew removing anyones locks other than after perma banning them, surely not just an inactive users.

People are just speculating. We can guess that maybe the lwc clean up removed your locks, but then you say that only that chest was unlocked, even tho it was the one you interacted with the most recent. We can guess and say someone filed an lwc, but there is no record and you’re still original owner of the town. There is nothing else we can do here but guess. Maybe start a private conversation with the SA team and see if they can help out and get to the bottom of this.
No staff member unlocked your chest at all. I don't appreciate your immediate accusal, as it's extremely likely it was wiped during the 6m cleanup.
