Yeah this seems a little arcane considering the amount of sales towns go through and you end up having to spend a fortune on a town transfer on top of having bought a new town and in strongpelt's case it's just to put up builder's plots and now she's gotta deal with this stuff. Silliness imo.

This won't happen because it's what town claims/transfers are for, and if the owner is inactive then you must claim the town.
There are already things in place to allow you to bypass owners... they're just really, really expensive.

Trade signs themselves will not be removed, but the locks theoretically will.

 

Unless I am mistaken, isn't it "Don't touch it for 6 months before December 1st"? Everyone using this approach would have to wait for a minimum of 6 months and for a maximum of 1.5 years minus one day (if they stopped interacting on June 2nd).

I am confused here. The cleanup policy defines December 1st as the date everyone should calculate with, but the cleanup date itself is variable?

 

Its a date that is a rough estimate, not always guaranteed to be then, but yeah, rule of thumb is to go off of that day

 

Pretty sure the cleanup policy gives pretty specific dates and not abiding by those dates when specifically given would be incredibly dumb.
