Unless the owner gives their permission, the town cannot be claimed. Should they be permabanned or inactive for over six months, a tycoon+ could claim their town and grant permission for you to place the town here.

How the hell am I suppose to get the town mayors permission if they're permabanned. I cannot contact them via forums because they're banned on here too.

You will either need to move the town to a location that does not border the abandoned town in question, or you can pay a Tycoon+ to claim the town and grant their permission if all town claim criteria are met.

But what if this player has been permabanned for 2+ years. Since this player hasn't been unbanned there has not been an attempt to appeal. Does the rule still apply?

The rule of the original owner having to approve a town placement is completely independent from offline time or ban status. The easiest solution would be to place your town somewhere else; paying a tycoon+ for a town claim is another option - only those two possibilities are available.

Well that sucks. It's ridiculous that the player was banned 2 years ago and I can't place a town because I have to ask for permission.
