It can be considered harassment if you don't ask that user first. It's targetting and will probably be taken wrongly unless the [someone] agrees that it's fine to use their name. o.o
Agreed ^ If that [someone] is a large group of people, for example: Builders, Presidents, Mayors, Donators, ect. You don't need to ask permission.
