/repair not recognizing magic armor on person

Brief Description:
When wearing magic armor and trying to use the /repair command on it, it will not repair it, or even recognize it. You have to move it into your inventory for it to finally work.

Instructions:
1. Put on Magic armor
2. Gain damage
3. Type in /repair
4. Get a prompt saying "There were no items that needed repairing."

How many times did you recreate this?
4-5 times.

Result:
When actually wearing the armor the command will not pick it up, but when you put it in your inventory it then recognizes it.

Expected Result:
For /repair to recognize all tools on a person including the armor they are wearing.
