To add the /tpa and /tpahere command for pilots​

Why is this a good addition for EcoCityCraft?:

With the recent influx in new players, it's asked more more to be able to /tpa on skyblock. I'm not sure why this feature is locked behind a paid rank and should be accessible as it is on main. There are plenty of other features behind the ranks.​

Other information:

Since /tpa was made "free" on main, why not skyblock as well to help those newbies and to make the answer shorter instead of trying to explain welcome signs.​
