Just happened to me as well. Had 8 stacks of black concrete powder, used /soak and it turned it into a single stack of black concrete.
I can confirm that this happened to me -- two minutes ago. Had eight stacks of white concrete powder, which were turned into one stack of white concrete. I saw this thread's headline earlier, so I sort of wish I had read it before I did that.
I've added this to our upcoming development session to-do list. Will respond back as soon as we have a fix.
