Fightered's name was wrong on the sign in-game; it's Fightered48, not 88. (Just found his forum profile.)
Way back in the day (way, way, way, way back) Builders (Guests, actually) could get Staff. For example, I was a Guest Staff member for a long, long time, the first time I had been on staff. Most were Guest or Resident. :b Mayor requirement is still fairly new.
Off Topic: Mayor got added recently. It was resident for a while. I honestly rather have it presidents+ they are usually here for a long time and its the top of the normal ranks. Tycoon and Ecoleader are not normal for me I call them imperial ranks. I remember when it was called Emperor and 151baccardi applied and asked for Empress thats why it changed I think to much confusion between gender. There's no reason to remove him. If it is based on "no banned users" rule, there are several banned users already on the list. If it is for other reasons, I think it has been plenty long enough since then and doesn't matter too much.
