What if they can't claim it back? Perhaps they don't have the money or the time at the moment. You really can't say that they would've "claimed the town back already".
Yeah? Perhaps they're inactive at the moment or don't have time to make money for the town claim? Or perhaps they've had to spend their money on other things first?
