[Suggestion] Fixing The Fine Chart

"Rarely" is the key word there. It is still used, therefore, it should be implemented.

 

I'm sorry, but I personally don't think there is anything wrong with the current fining system and as one of the few people who actually CAN use it, I can honestly say there is no reason to add the other ranks to said system.
