[Suggestion] New Town Feature: Warp Signs to Pre-Existing Warps

Wow this is now a wonderful idea. Possible replacement for town-town portals even further decreasing portals' load on server.

However, now that everyone has warp this might make less sense than it did before to make it to pre-existing warps...maybe we need to have two levels of "warps."

1) the /warp command warps

2) the town-town sign warps (a cheaper option-on the order of the old town-town portal prices-for those who don't want to have public /warps)
